Accenture has helped the Seattle Police Department build and deploy a new data analytics platform that provides the Department with reliable and rapidly accessible data to meet its management and governance objectives and support insight-led policing. By enabling the Department to consolidate, prepare and analyze critical data relating to a wide variety of operational matters – including police calls and incidents, interactions with the public, use-of-force incidents, administrative processes, officer training and workforce management – the new data analytics platform provides the Department with enhanced reporting capabilities and insights into its day-to-day operations and investigations.

“Accenture is proud to have helped the Seattle Police Department unlock the power and value of analytics to improve its operating and investigative capabilities,” said Jody Weis, who leads Accenture’s Public Safety business in North America. “With this new capability, the Department is better able to improve its leadership monitoring, administrative processes and oversight of policing activities.”

Among the new capabilities is a system of alerts that enables the SPD to make data-driven decisions based on analytics insights and informs leadership of incidents and cases of complaints that are outside established parameters and might require further inquiry – thereby enabling the Department to improve leadership monitoring and oversight of policing activities and administrative processes.

The SPD’s ability to review and report data was an area of need identified in a 2011 Department of Justice investigation of the SPD. The Seattle Police Monitoring Team supported the deployment of the system in a subsequent report, believing it “…pivotal to SPD’s ability to hold itself accountable for constitutional policing.” The project involved the integration and analysis of six disparate databases and information sources used by the Department to ensure that high-quality data and consistent information are delivered to police leadership in real-time.

“The DAP was delivered on time and within budget,” said Seattle Chief of Police Kathleen O’Toole. “This integrated platform has improved our ability to track use of force and officer performance across multiple measures. These analytics not only promote accountability, but also enhance police operations by supporting proper management of personnel—helping SPD officers deliver high-quality policing to the communities they serve,” she added.
